I checked for updates again and a windows defender definition update came through and now the message is gone. So I guess it was just a glitch?There's a known 'glitch' in 1803 that makes such messages persist long after the restart. They will get cleared the next time windows checks for updates. The usual one to show this behaviour is the red '.some settings are managed by your organization.'
