Windows 10 Notification Center Not Opening

My action center simply vanished. From one day to the next.

The night, and by morning it stopped working, I tried soft reset and hard reset (lost everything!), updated this week, I used the Nokia Software recovery tool and the problem continues. I have a Lumia 520 with WP 8.1 update 1 now Cyan. The central icon appears when there is a notification and disappears when I'm in the app in question, but as I slide the finger she doesn't appear central appears.Has anyone ever spent for it?
